Manifest Mailing

To qualify for postage discounts, a mailer or service bureau must produce mail that meets USPS specifications for size and shape of the mail piece; apply barcodes for automated handling at USPS facilities; and pre-qualify mail by destination ZIP code for various rate class discounts.

Businesses that produce fairly cyclic high-volume first class or standard mailings can apply permit indicia to mail pieces and pay for postage from a centralized account rather than using meters or pre-cancelled stamps.
